Particulars of Organisaiton, functions and duties

1.   Aims and objectives of the Organisation :

 

      To plan and undertake activities for promotion, preservation and dissemination of culture in the district particularly dance, drama, music, literature and fine art.

 

2.   Mission / Vision :

     

      To spot the talents in the field of dance, drama, music and fine art, improve their standard of performance by organizing programmes and competitions, to spot age old indigent and renowned artists and help them getting indigent artist pension, to recommend the cases of cultural organizations to Government in department of culture for getting cultural grant and library grant.

 

3.   Brief History and Back ground for its establishment :

 

      In order to promote, preserve and disseminate culture in the district through various programmes and activities the post of District Culture Officer was created in the district in the year 1986 and since then District Culture Office has been functioning as an integral part of the District Administration.

Since creation of this post and office no clerical post has been created nor any one posted.

 

5.   a) To organize Block / District Level Cultural Competition.

      b) To recommend for financial assistance to Registered Cultural Organisations and Libraries.

      c) To create and develop infrastructure in the district through government grant.

      d) To organize Cultural programs and competitions among school students and youths.

      e) To spot talents in the fields of dance, music, fine art etc.

 

6.   Duties to be performed to achieve the mission.

              a)  To act as Nodal officer.

b)  To keep close liaison with Dance and Music Teaching Institutions / Registered Cultural Organisations / Registered                Libraries and involve them in porgrammes / activities.

c)  Execution of various programmes.

d)  Review of activities of grantee cultural organizations and libraries.

 

7.   Details of Services Rendered :

 

a)  To create awareness for promotion and preservation of culture in the district.

b)  To recommend registered dance, music teaching institutions / Cultural Organisations / Libraries for getting financial assistance from the Government in Department of Culture.

c)  To recommend the names of indigent but renowned artists to Govt. for indigent artist pension.

      Maintain cordial relationship with public.

      District Culture Office is functioning in Collectorate building.

      Office working hours 10 A.M. to 5 P.M.

      Interaction with public during organization of programmes and also for disposal for routine work.

 

13. Grievances redress Mechanism :

 

      Grievances are heard during office hour and disposed of, which are within the jurisdiction of D.C.O. and rest are forwarded to higher authorities for needful action.

District Culture Officer

Being the nodal officer for department of Culture, Orissa in the district, the D.C.O. implements all the schemes / programmes/ policies, activities relating to the Department of Culture, Orissa. He keeps liaison with District Administration Registered Cultural Organisations, Libraries of the district. He recommends applications for financial assistance to Culture Organisations and libraries. 

 

D.C.O. vested with drawing & disbursing power relating to salary & other claims of his office employees.  No other financial power vested with him.

To ensure and function for promotion of Culture in the district

 

To actively involved in all culture related activities as a facilitation.

Library Asst.

 

 

 

 

Perform duties relating to maintenance and preservation of books in the Dist. Library & Magazines to readers coming to library.
